That's right. He is wearing "Bavarian first" precedence with his Military Merit Cross/Order ahead of his 1914 Iron Cross, then his Hindenburg Cross and Austrian WW1 bravery award or Hungarian WWI Commemorative Medal.

That precedence was only briefly regulation in the transitional period 1934-35. From 1935 the Iron Cross was assigned primacy as a REICHS award and no longer "Prussian."

Since this uniform cannot date from before 1937, the Sturmf?hrer is at least two years out of compliance with the rules!
