According to The Medals, Decorations & Orders of the Great War 1914-1918 by Alex A. Purves. The medal with the two stars is the War Medal 1915-1918 and the stars on the ribbon do not indicate additional awards of the medal, but rather possession of two of the nine campaign bars issued for the medal.
