    Three eight-pointed stars are the insignia for senior Reichs government officials with the rank of Staatsekret?r or for the diplomatic service grade of Botschaafter.

    He's probably the Ambassador to Japan... but no idea who that was. If a name turns up, he's wearing an Oldenburg FAK1 on there too which may help confirm his identity.

    I can't find him in "5000 K?pe." He doesn't appear in ther 1935 edition of "Wer Ist's?" Not apparently a dual rank holder in the SS like his boss was. Must have been a WW1 reserve officer. No first names to sort out suspects.

    Oh, for a German diplomatic corps "Rank List!"
