The brigadier general at far right is easily identified as a member of the Border Guard Service of the FSB by his cap eagle and cockade. TacHel, this man from Custom Service... :cheers:

This medal was established in 2009, but no much awarding were done. Col. (ret.) Tkachev has medal #4621

Some days ago in Lvov, Ukraine, Col. (Ret.) Tkachev Petr Dmitrievich (86) was awarded by Slovakian Def.Min. medal "For Participation in Struggle against Fascism and Liberation of Motherland". In Spring 1945 Sgt. P.Tkachev was commander of 82mm mortar crew (214th Cav.Rgt., 63rd Cav. Div., 5th Guard Don Cossac Cavalry Corps). He was awarded by Glory ord. 3rd class for destroying the Tiger tank by hand grenade near Roman, August 1944. After WW2 he served in Air Force.
