Thanks you all for the answers, guys! IMO, no. He is not an Algemeine ϟϟ officer. This major is from the XII military district. But, it could be a very little chance that he was transfered to the ϟϟ. Do you have any photo of the officer that you saw? This is the only possible variant? Rostyslav.
