    I think the edges of the red star were smaller on the earliest orders. I'm not completely sure but it seems like most of those are usually coming inside boxes with inscription "Orden za vojničke zasluge".

    Is the wreath of the 2nd or the 3rd class hallmarked? I don't remember seeing 2nd classes like that before but of course that doesn't mean they don't exist.

    It's the 3rd class with the hallmark, not the 2C.  I typed it wrong and by the time I realized I couldn't edit it.

    What are these mintmarks, and are they correct for this order?

    "900" is obvious and one of the other marks is for the maker/mint.  But what is the third?  And can this specific grouping of marks narrow-down a specific era (or group of years) when this order (and maybe others with the same marks) were made?

    The third hallmark is a rooster in hexagon for .800 silver. It puzzles me why there are .900 and .800 hallmarks on the same order although everything is genuine. I have a second class order awarded in 1971 with the same hallmarks. It's impossible to determine the year of production by hallmarks. Your piece is a six torch version so the earliest which it could be made is in 1963.

    Here's an example of my second class with the same hallmarks as your third class:

    Thanks!  It would be interesting to determine the actual silver content of these 'double marked' pieces.

    Patience had finally paid off. I've finally acquired the Order for Military Merits with Great Star (1st class). 

    This piece was awarded to a pukovnik (colonel) who later became a general-major. Yugoslavia had 1,180 people with one of the general/admiral ranks including those in reserve.
