This is interesting and everyone should take note. It is on the reverse of a medal bar that was constructed post war by the infamous "Austrian Medal Bar Faker." The label looks good and would take a lot of extra effort to have made and I wonder if it is an unused original that was for a uniform and then applied to this made-up bar. So far on this thread, there is only one other medal bar label from Austria. It's interesting to note that the label was sewn on the fabric by a machine

prior to the bar being made. All the other labels on this thread appear to have been attached by hand after the bar was assembled.
