What are yall's opinions on this Navy ribbon bar?  Its in excellent condition.  Any issues to be concerned about?

Dear John

It's a nice original double-row ribbonbar made between 1936 and 1938. If I'm not mistaken it belonged to Admiral Otto von Schrader, who served in the ottoman empire during WW1, which explains his three ottoman awards.

Definitely him. Very peculiar that he chose to split his rows between the LS awards.
