Help with Japanese officer, probably 19 century

Can you help me with Japan medal he wears. I know it is Order of the Rising sun but I am not sure which grade. 3rd, 4th or 5th? This cardboard photo was taken in Wien. Considering the paper, it is probably from the 1890ies.  Can you tell me is he a soldier or ambassador maybe? I am not familiar with Japanese uniforms so any help would be appreciated.

This army officer (most likely captain) is wearing order of the rising sun 5th or 6th class.

Could be a graduate from german/austrian military school.

Another possibility  - assistant military attache.

Thank you for your help Japanx.  Do you maybe know what is the last medal?  German?
