Wreath: Round Silvered Austro-Hungarian

Once again the Germans got an "exotic foreign award" WRONG. This should represent the "War Decoration" wreath of the Austro-Hungarian Military Merit Cross 3rd Class (?M3K) which was gilt.
There was no such thing as a round silvered wreath for any Hapsburg award! 
Yet this is a 1918-1920 ribbon bar!!!
