This unnamed Arbeitsf?hrer with a distingusihed (if troublesome to sort out, due to the overlapping folded ribbons ) WW1 career as a Bavarian army officer behind him is wearing the 1940 shovel device on his long service ribbon-- that dark one just to the right above his tunic button on his looooooooooooooooooooong ribbon bar.

For those of you who are uniform enthusiasts, his Gebirgsm?tze is also notable.
