This is a bit fuzzy, so can't be sure whether splotches are on the film from processing or are actually holes, but his awards look like

1914 Iron Cross 2nd Class

1939 War Merit Cross (without swords as a civilian, or swords missing while in the air force?)

possibly the Oldenburg Friedrich August Cross 2nd Class on combatant ribbon

Hindenburg Cross for WW1 (Combatants' with swords device missing?)

1938-43 25 years civil service Treudienst Cross
