Only An Austrian WW1 Veteran 02

Meet our Austrian "Old Comrade" SD-Obersturmbannf?hrer:

he is a senior, newly tailored Reichs Security Main Office  functionary--

no Hindnburg Cross, no NSDAP long service award.

So this probably dates from the end of 1938. He's resplendent in his new regime SS uniform, but the sluggards in the newly re-shuffled bureaucracy haven't caught up with processing the second wave of Hindenburg Cross bestowals for all these new "Germans."

Can all the 15mm and 25mm ribbon bars we find REALLY date JUST from 1938, being put aside as soon as their new Third Reich ribbons got approved? Or were these worn long past "use by" date the way we often see outdated ribbon bars being worn by real Germans?
