I do not think the combination is unique enough for an identification.

I don't think words are cheap. Germany has accepted responsibility for what they have done, which I believe is important. Other nations who have committed similar actions refuse to formally apologize and ignore their responsibility. One nation in the Pacific Ocean comes to mind.

During the Vietnam period officers were commission in a variety of ways. I know of two officers in Vietnam who had the GCM because of the pre-commissioning time. The name is rather common and maybe hard to pin down.
