Just a bit of clarity I think....The NZ Government is not awarding the medal. Qualifying NZ personnel can apply to the UK govt for the medal, and have NZ approval to wear it.

Decree-Law No. 26/76 of June 18, 1976 on creation of decorations. AS AMENDED BY LAW No 41/1988 OF OCTOBER 27, 1988, and PRESIDENTIAL NOTICE No 792/06 OF 29 NOVEMBER, 1988 We, HABYARIMANA Juvenal. President of the Republic. Considering the Proclamation of July 5, 1973 of the High Command of the Rwandan Army, especially in its paragraph 5. 4. On the proposal of Our Minister of the Public Service and Employment and after consulting the Council of the Government in its meeting of March 5, 1976. HAVE DECREED AND WE DECREE First article. The following decorations are created” - the service decoration; - decoration of agricultural and livestock merit; - the decoration of economic-social merit; - decoration of cultural merit; - the decoration of heroism. The service decoration is intended to reward the good and loyal services rendered to the Nation, both in the public sector and in the private sector. The decorations of agricultural and stockbreeding merit, of economic-social merit and of cultural merit are intended to reward the remarkable results obtained in these fields. Art. 14.The members of the public sector or the private sector before ceasing their services, due to the age limit or due to disability, may obtain the service decoration upon request submitted by the Ministers having the Public Service and Employment in their folios. The Service Decoration may be awarded posthumously to persons: 1. filling at the time of their death the conditions required to obtain it: 2. deceased following an accident at work or occurring on the way to work or an occupational disease, without condition of length of service. The service decoration may be granted, without condition of length of service, to persons injured at work or on the way to work and to victims of an occupational disease, suffering from permanent partial incapacity of at least 75%. Art. 17. “The granting of a decoration gives rise to the awarding of a certificate, the model of which is fixed by the Minister having the Public Service in his attributions. The decoration may be withdrawn from the holder, for reasons of indignity, by the President of the Republic, on the proposal of the Minister having the Public Service in his attributions after investigation and assent of the Selection Commission. Under no circumstances can the withdrawal of the decoration result in the return of the bonus which the holder has already enjoyed by virtue of the decoration.” Art. 18. “The winners of a decoration are entitled to a bonus, the amount and terms of payment of which are determined by Presidential decree. - 25,000 FRW for gold decoration: - 20,000 FRW for the silver decoration: - 15,000 FRW for bronze decoration. I'm looking for assistance. The "Statutory Instrument No 347 of 1965, Proclamation No 6 of 1965, Honours and Awards of the Republic of Zambia" comprises Sections numbered 1 - 16 inclusive. Sometime before Statutory Instrument No54 of 1997, which amended (and made additions) to the original 1965 Instrument, it would seen that a 17th Section was added. Does somebody have details of this 1965-1997 addition? Also, there are many Army/Navy/Air Force awards - I'm seeking details of these Warrants/ Regulations. Any pointers? I was going to ignore previous erroneous comments regarding the "availability" of medals from T&T Police stores. They never were, and definitely are not now "available"! The fact that the most senior officer at one time decided to uplift his own most genuinely awarded medal from the stores (where else would they be kept?????), and very generously presented me with a specimen in no way reflects on the integrity of the T&T Police or any implied laxity of store-keeping integrity. If one is not fully aware it is perhaps wise not to make malicious statements. This is my final correspondence on this matter. Subject closed. Graeme

I quickly found three of them very quickly - Wilfred Arthur Ward eluded me in short time I had available. Search for (including quote marks) "ward james henry" etc. ie surname first then given names. Putting it in quote marks means look for exact text. Don't worry about the comma - the Gazette search function ignores it. Wilfred ??? you'll have to look harder. Cheers Graeme
