Anyone how rare a ww2 British ribbon bar 39-45, air crew EUR(w/rosette), Africa(w/rosette) stars is?

  No, the North Africa clasp was also given to the R.A.F. etc. The rosette on the ACE shows service over Europe post June 6, 1944. So not impossible, and it might be possible to trace which squadrons served in North Africa and returned to Britain.
