Look at picture of 45 dragoon Severski regiment (Savag 1894) The color of shoulder straps is doubtful. The raspberry pink shoulder straps was given to riflemans.

No one Dragoon regiment with black plum on parade helmet has a commendation ribbon with text ended "...in 1904 and 1904". At least in 1909.
