It seems to be an air defence badge (PVO = protiv vazdu?na odbrana = air defence). From other collectors I was told that this is badge of anti aircraft protection which was organized in factories and that abbreviation PAZ stays for Protiv Avionska Za?tita = anti aircraft protection.
