Jozsef Foherczeg was a Hungarian Prince or General I believe... The named a ship after him according to google.

So this picture shows General Archiduke Joseph (Carl Ludwig) 1833-1905, Son of Archiduke Joseph Anton Johann 1776-1847 and Maria Dorothea of W?rttember (1819-1855) as far as i know.

I would assume that this is a 'memorial card' as the bottom reads in Hungarian 'Gods Happiness' (name) then 'In rememberance of his mercy'

Very interesintg - wonder what else fit on those loops on his chest???
