Hello this just arrived is it awarded to army or navy is the backing colour normal ?

That's a civilian's medal bar-- ex-NCO or Petty Officer with the Third Reich Treudienstkreuz for government workers.

I've never seen white wool backing before, though it shows up as a woven ribbed "silky" backing. Sometimes... it's just random and means nothing. I've got a ribbon bar and medal bar set where one backing is lemon yellow and the other is lifeguard orange! :cheeky:
