SA Uniform ?

Hi all !

I bought this photo because of the Kriegsmarine connection but when I looked closer it Looks like a vist of some high ranking SA officers ???

Could anyone see what kind of uniform and rank ? the two men are wearing :unsure:

The one on the right appears to be a party member from his armband. SA man appears to be a Strumhauptfuhrer. I cant get a handle on the party rank as the top insignia should be an eagle. By the look of the piping on the tabs and armband he could be Kreislietung level.
