The blue part seems to be typical boringly repetetive Stalinspeak to the effect that he was working for the 5th Section GUGB of the PCIA in Moscow and was OK to serve at the Tiflis Mountain Artillery School.I'm not sure WHAT the 5th Section of the Main Administration of State Security was.
