He's wearing top to bottom Red Eagle Order 4th Class (indicating "Captain/Major"level civil service from rest of combination) 1870/71 War Medal 1866 War Cross 1897 Cenetenary Medal (as veteran of above 2 wars) and either a Reserve-Landwehr Decoration 2nd Class or the medal bar version of anNCOs long serice award-- but it has flipped around so the blank reverse is showing. Probably the Reserve-Landwehr "LD2." If he was alive in 1908 and you have his name, chances are he's listed in thge Orders Almamanc and could have more data, depending on what he paid to list.
