Organisational Badges Unknown Flag & Anchor Pin

I don't know what this is or if it's authentic or fantacy. It's approximately 33mm (55mm with the pin) x 20mm; the flag is soldered to the anchor. Any opinions on purpose or authenticity?

My guess is a patriotic item or perhaps shipping line/sailing souvenir.
