No idea who he might of been but I would say that the order round his neck bears a resemblance to the Bulgarian Order Of Military Merit... http://www.axishistory.com/index.php?id=4088

It´s the order of military merit commander cross from Bulgaria Орден за Военна Заслуга

I would say that this is not a common German award. Nice painting of a senior ranking postal official. I would love a set of those boards.
