By order of the Minister of Defense of the RF #900 dated 17 December 2013, the medal "in commemoration of the 25th anniversary of the end of hostilities in Afghanistan" was established. CLICK

Personally I don't see around "enameled" pieces, so there is a probability that this could be just a fancy line drawing ...
