I have some more information.

Someone has told me that this is a specialist medal. It shows what a soldier is specialized in. It usually goes with another pin which either has a 1, 2, 3 or an M on it denoting how good he is.

If this is true what specialty is this, and how do i know if it is an original or a fake?

Thanks in advance for anyone who has more information on this.

No, those are the colors of the Air Force flag. I wish I could tell you if it was pre or post 1991, but I'm not familiar with the badge. Without a hammer and sickle, I'd wager it as post-1991, but that's just a guess on my part.

It's for a military-aeronautical faculty member at VPA...I'm assuming an air academy. I see no reason for it to be fake...the value is around $3-$5 USD. Hope that helps!

As NavyFCO notes, the badge denotes a member of the Air Force faculty at the ВПА - Military Political Academy.

This badge was issued by Air Force Faculty of Moscow's Political-Military Academy named after V.I. Lenin in late 1980s - early 1990s

After 1994 the name of this academy was changed to Military University of the Ministry of Defence of the Russian Federation
