Carnival order is a possibility. As is some "unofficial" sports award. I've seen the same color combination (except in 22mm width) for sale on a UK trophy vendor's site. I had the same thought Paul. It did come with a small lot of Sachsen items, but I could not find a match with the usual award ribbon references.
