Württemberg Social Service medal

Hello to everyone,

I was told that this is a Wurttemburg social service medal.  I know I have seen military ones like this with swords.  Can anyone provide me with any information on this medal?

incorrect ribbon ? that is close but I believe it the Saxon FA Medal peace time ribbon ?
