Pursuant to Article 100 of the Constitution
and Articles 8, paragraphs 2, 13, and 26, paragraph 1, of
law no. 112/2013, “On Decorations, Honors,
medals and local honorary titles at
Republic of Albania ”, with the proposal of
Prime Minister, Council of Ministers
DECIDED:
1. Model and description of the medals awarded
by PM are as per specifications of
set out in appendix 1, attached hereto
decision.
2. The award of medals is accompanied by one
certificate. The certificate format is a letter
A4 format, weighing 160 g, with the logo e
of the institution, framed by the colors of the ribbon of
coin. The medal badge is placed in the center
and the text with the following content: “Mr./Mrs ._____,
Prime Minister of Albania, grants them
Mr / Mrs _____ type of coin, no. Ordinal. Tirana,
on ___ / ___ / ___. ".
3. Prime Minister's Medal of Appreciation
Public consists of three classes:
- I: The Great Cord with the Star of Gratitude
public;
- II: The Big Star of Public Appreciation;
- III: The Star of Public Appreciation.
4. Prime Minister's Medal of Appreciation
The Professional is made up of three classes:
- I: Golden;
- II: Silver;
- III: Bronze.
5. The awarding of medals is done by a ceremony
official, which is organized by the giving authority
medal.
6. Individuals who have been awarded the Medal of
Public gratitude before the entry into force of
this decision is assimilated with Class III holders
- Star of Public Appreciation and are entitled to
bear the relevant marks, as provided in
this decision.
7. Prime Minister's Medal of Appreciation
The public is removed from its holder for reasons of
following:
a) there is a final court sentence for
committing a serious criminal offense;
b) there is a final court sentence of
imprisonment without parole, for one year or more.
8. The medal may be struck off its holder or
be subject to indefinite suspension when the holder is
convicted of a criminal offense which infringes the image,
his honesty and morals as well
credibility to third parties. The headman is
forced to return the coat of arms with which
has been decorated.
9. Financial effects arising from the implementation of
this decision shall be borne by the approved budget
for the Prime Minister.
10. The Prime Minister is responsible for the implementation of
of this decision.
This decision takes effect after its publication on
Official Journal.

Sincere thanks!  Do you know where the insignia are manufactured?  The overall format seems to have some elements in common with the [royal] BESA Order.

I think that despite the lack of the word "order" in its name it fulfills the role of a diplomatic order for foreign nationals in three classes: Grand Cordon, Commander with Star and Commander. Quite strange they did not think of a collar for heads of state. I am glad Donald Tusk is a recipient.

The medals of Professional Appreciation, despite being formally a separate award, seem to be attached to the order.
