Hi Nick,

Not exactly, it is a Yugoslavian order of bravery, awarded for bravery in battle to civilians an partisans who fought Fascism.

The lines read: Death to Fascism freedom to the people. This was a Partisan slogan during the war(WW2)

A bit of additional information, the Russian produced orders have more rounding in the model, and lower numbers(below 20000)

It's a Yugoslav made type produced by IKOM if I'm not mistaken.
