One more batch of mystery Iraqi items if anyone can identify

I have one other batch of Iraqi items (2 patches and a couple of ID cards) and would like to see if anyone can identify them.  The laminated cards supposedly came from around the Baghdad Airport while the patches came in a bunch of Iraqi insignia, Saddam pins, etc.

And here's a recent item that (on the surface) looks like a post-2003 Iraqi police identification tag.   Judging by the rough shape of the item, I presume that it is legit.  Has anyone come across an item like this?  If so, can anyone translate the back?  Thanks in advance.
