A Chinese badge found in Italy

Hello, I would like to post the pictures of a badge that's unknown to me, found some years ago at a militaria auction in Italy.

 

I'd be glad if anyone could identify it!

is this badge connected to Police, due to the "Public Security" thing? Is the number struck to the reverse to be considered as its award number?

Regarding number.

 

Many early chinese badges from 1949+ time period were numbered, so mumber per se doesn`t mean that this or that badge is an award one.

Reverse clearly states that this is 纪念章 - commemorative badge.
