This agency was established in 1988 to monitor compliance of the Intermediate- Range Nuclear Forces (INF) Treaty.

Chairman Joint Chiefs of Staff Award for Distinguished Public Service

The Chairman Joint Chiefs of Staff Award for Distinguished Public Service is highest honorary public service award within the Chairman?s approval authority. It is awarded to civilians who do not derive their principal livelihood from US Government employment and has performed, at any time since enactment of the National Security Act of 1947, exceptionally meritorious service of significance to the Department of Defense, Joint Staff, combatant commands, or organizations that report to or through the Chairman. This service or assistance was at considerable personal sacrifice, motivated by patriotism, good citizenship, and a sense of public responsibility.

DEPARTMENT OF COMMERCE MEDALS - Gold, Silver and Bronze

The Gold and Silver Medals are the highest two honor awards that can be granted by the Secretary of Commerce. Winners are recognized annually at a formal ceremony held in the Fall at the Herbert C. Hoover Building in Washington, D.C. The medals are awarded to individuals, groups (or teams), and organizations. Individuals and members of groups each receive a framed certificate signed by the Secretary. Organizations receive one certificate to represent the entire organization.

Gold and Silver nominations must be submitted through the Honor Awards Nomination System (HANS), usually by March of each year. Each nomination must be vetted and approved at the Line or Staff Office level before final submission in HANS.

The Bronze Medal is the highest honorary award given by NOAA, an agency of the U.S. Department of Commerce. It is granted by the Administrator for a significant contribution to NOAA or the Department.

BRONZE - Examples of Awardees and their accomplishments (2001):

1. A group award was presented to David Atkinson, Eldon Haakinson, Val Pietrasiewicz, John Vanderau, and Stephen Voran, for developing breakthrough strategies and concepts aimed at identifying and addressing telecommunications and information technology (IT) interoperability problems of the public safety community. This group was also recognized for its leadership of teams that crossed organizational and agency boundaries and performed sensitive technical assignments of major importance to Federal, State, and local government agencies.

2. Evelyn M. Gray and William J. Ingram were recognized for scientific and engineering achievement that has significantly advanced the understanding, knowledge, and mastery of a given discipline. Their outstanding efforts, which were concentrated at the very core of the scientific fabric?establishing a common language?resulted in a comprehensive Glossary of Telecommunication Terms, Federal Standard 1037C. Almost 500,000 people have used this glossary on the Web. The enhanced version of the glossary, Telecom Glossary 2000, has been approved as an American National Standard.

3 Robert A. McLean was recognized for outstanding technical support in developing a new method and procedure to advance the goals of a Federal Government team, which includes the Department of Commerce/NTIA, the Department of Justice, the Department of Treasury, and several other departments and agencies. He made significant technical contributions during the year 2000 to the development of TIA standardized test methods for over-the-air rekeying (OTAR) functions of land mobile radio (LMR).

4. Jeanne M. Ratzloff was recognized for outstanding technical and planning work in implementing the official ITS website. The website is easy to use, has a consistent appearance, and is highly reliable. Its design ensures access for all citizens, and the establishment of maintenance procedures will keep it up-to-date.

SILVER - Example of an Award and their accomplishments (2000):

Kenneth Allen and Frank Sanders, engineers at the National Telecommunications and Information Administration's (NTIA) Institute for Telecommunication Sciences (ITS) in Boulder, were recently awarded the Department of Commerce Silver Medal. This award, the second highest honorary award given by the Department, is granted by the Secretary of Commerce for meritorious contributions of unusual value to the Department and the Nation.

Allen and Sanders received the award for their technical contributions to the landmark report, "Advanced Telecommunications in Rural America: The Challenge of Bringing Broadband Service to All Americans." This report, a joint project of NTIA and the Department of Agriculture's Rural Utilities Service, is a high-level comprehensive study of broadband services: where they are currently deployed, why rural areas of America are lacking such services, and which new broadband technologies are best suited to provide high-speed Internet connections to rural America in the future. Such technologies are considered critical to the economic development of rural communities, which stand to benefit greatly from high-speed, distance-defying connections to urban and external markets.
