Eagle: Police Embroidered 18

This 15mm size embroidered 18 years Polizei long service cross device is quite rare. I have seen less than a handful of these little embroidered eagles in 40 years of collecting ribbons. While they were regulation, apparently cost, personal "fashion" preferences, and simple lack of availability may have made metal devices all but universal.
