    Swords: Gold Prussian War Orders

On the "combatant Iron Cross" ribbon, this would normally represent the Red Eagle or Crown Orders given by Prussia/German Reich for colonial campaigns before 1914.

In this particular case on a very early and attributable M1915 ribbon bar, it is actually for a Crown Order 4X. See the scans for the device which was SUPPOSED to be worn with that Order with Swords, but which was so infreqquently awarded that most shokeepers simply never kept the regulation device in stock.
