Eagle: Wehrmacht Made By Otto Schickle
It is almost always impossible to identify specific device variants' origins, mainly because we do not have any period sales catalogs! But in the case of army/navy eagles as shown in items 406 and 411 from this November 1938 Otto Schickle sales catalog (thanks to Gordon Williamson ) we can see their highly distinctive hugfe square winged, tiny wreathed, uncut beaked army/navy eagles.
It may be that the large eyed, parrot beaked Luftwaffe eagles we see are also this company's product, but items 405 and 410 are not sharply detailed enough to make that certain.
