Eagle: Police Embroidered 25

This is an extremely uncommon 15mm ribbon bar size embroidered device. The first type full sized medal bar devices utilized a larger version normally pinned on with a single ribbon baar mounting on top of the medal bar, so that larger size embroidered eagle is more common than this small size.
