I bought this pin some time ago - a few days ago a friend of mine told me the ship in the middle looks like the 'Fram'.

In my opinion it's Germany respectively Alsace-Lorraine. The flag with the Imperial Eagle - it's a decoration flag with a brider stripe in the middle. The 'W' (for Wilhelm?) on the house above. The boat in the foreground ...is that a pioneer boat? I think so.

The tunnel on the photograph is a special tunnel ...a navigable tunnel - a tunnel for a canal!

As for the hallmark on the medal, presumably NRA had some old stock lying around which nobody apart from a silver specialist was going to give a damn about receiving.That's just what I was thinking.
... maybe Corporal C.J. (Charles James?) Saxby served in India or took part in the Second Opium War?! we're never going to know.
