Can someone please translate the inscriptions on this medal, please?

Would like to get info on this medal, 48 mm across. 

The label reads: China - National medal of honour naval issue instituted 1948. 

Instituted for outstanding bravery in the face of the enemy. 

V rare. Less than 100 issued.
