Attached to the military office of the governor general, it was composed of officers "intended to ensure all missions of supervision and reinforcement of the personnel of administrative units and local authorities". It received a hierarchical organization very largely modeled on the model of the Affaires Indigènes of Morocco, ranging from assistant trainee to officer of exceptional class. These officers set up, throughout the territory, a network of establishments called SAS (Sections Administratives Spécialisées / Specialized Administrative Sections). The choice of this term has sometimes been criticized as exaggeratedly technocratic, which did not prevent it from establishing itself.
