Ok, here we go for a few of these Police Badges, F category on Dr. Battushig's book.

I have F 02, F 03, F 04, F 05, F 07, F 12, F 14, F 17, F 21 (including the NIB variation you posted), F 26 and F 27.

So I'm posting only those you haven't posted yet, except for F 21, you'll see why.

Starting with F 03, The Best Policeman (mainly a different coat of arms than F 02).

I think, especially on these Mongolian badges, the gold- versus silver-coloured business may just be random variation in manufacturing. The same sort of thing we see with the Soviet 25th Anniversary of the GPW badge? What do we think??

Or those with a "silver" look may just have been more worn than those with a yellow "golden" look!

Ed already posted a E 13, so I move on to E 14, which he also posted, but as mentioned earlier I have two different "variations" of this one. I think the one on the right on my pic is like the one Ed posted (with a "silver" look), the other on the left has a more yellow "golden" look. Is the one with a "silver" look just more worn? I guess it's possible as the reverse of both my Badges look almost the same. Anyway here are both.

If not using a scanner and prefer a digital camera, then I guess I entirely subscribe Dave's post.

Moreover you should get rid of all those areas surrounding the main subject (the awards) by cropping your pics, as they use a lot of space and are useless.

But imho a scanner usualy produces better results

Unfortunately my old scanner really don't like gold or silver colors!!!

Actually the letters in the real Doc are perfectly visible and very golden color!

The real color of the cover is a kind of dark brown.
