So, since the document is dated 8. August 1916 and signed as a Regiment Kommandeur, we could assume that he was formally already a Regiment Kommandeur, before the officially dates 16.11.4-16.12.16 you wrote in your post?

Guys, I found this document signed by an obscure and difficult to read Leutnant. Dated 28 of July 1918.
He was a kompanie fuhrer in the II Batallion of ''General Feldmarschall von Hindenburg'' . Anybody has any info on this officer?
