Help with a Japanese uniform!

Gentlemen,

Would anyone know what kind of Japanese uniform this is? I am not expert on this topic, and I can't find anything like it in any of my books or on the internet. It is a canvas material with a black collar.

Any assistance would be greatly appreciated!

The collar insignia appear to be Chinese.

This is a Japanese Civil Defense uniform. It is for a civil defense officer with the equivalent rank of a captain in the military. These are actually very difficult to find in Japan in decent condition for some reason, especially at such a senior rank.
