Here is a very nice set of medals attributed to a Colonel William P. Blair.

Thanks to Jeff for some preliminary background information:

William P. Blair, West Point 1918. His LoM was for service as a task force commander under 12th Army Group in 1945. He then received a Commendation Ribbon for serve with HQ Army Ground Forces, 1945-46. He retired in 1946 and died in 1986. His obit appears in the Assn of Graduates publication in September 1987.
