Opinions on Shupo Sleeve Eagle Needed

Hi everyone,

I just received a 1938 dated Shupo Tunic with a replaced, hand sewn sleeve eagle. The eagle is on a felt type background material and is incorrect to the tunic it is attached. I can see were the origonal eagle was machine sewn.

The tunic itself is origonal but I don't think the eagle is authentic? I would like your opinions on it. I'm not a police collector so all comments welcome on this one.
