Most medals on the paper commemorate the first sino-Japanese war that started in 1894. Looks like the gate at Tiananmen, but I think the same is a Nanking too. I've also seen the design used on a 朝鮮凱旋記念 item too. I think it simply represented "Asia" at the time.
