Is this a KM RibbonBar

Hello folks,

I picked this bar up in February of 2008 with a bunch of other stuff from a collection I bought. Would it be safe to say that due to its small size that this ribbon bar is for the KM.

No, size is simply a personal style matter, not regulation.

This is quite odd, since there is a Prussian Red Cross Medal (last awarded in the early 1920s), 1938 Sudeten... and completely out of place, a Wehrmacht long service award. I'd guess--

the "left over" lower row of a long upper row

or a parts bar.

Those three alone, and in that order, make no sense.

The last one, to make sense, might have been a Finnish Order of the White Rose that somebody has stuck an eagle into.
