When did regulations start referring to a 'hackle' in Fusilier head dress (Assuming they did). My guess it would be after the Fusilier distinction was adapted for Foreign Service helmets and then berets. As far as the Fusilier fur cap from 1866 to 1914 is concerned, was the relevant distinctions referred to as feathers or plumes? Or both?
