The fleet commander had medals minted and is presenting them himself...Here's my question to our forum colleagues from Russia:Since this medal is NOT from the Defense Ministry, can it still be "legally" worn on the naval uniform?How can a fleet commander be allowed to do this outside of the normal governmental chain of command?This young naval lieutenant is proudly wearing his... Albeit after is official service medals but still...
